Lizzie decides to stay for the week-long house party. Masks keep the guests’ identities secret, but Lizzie would know Lord Hugo Wakely anywhere. And that one impromptu, scandalous kiss tells her that he is the Viscount for her…he just doesn’t know it yet.

To Vex a Viscount, Book 4 of the Lords of London series, was about Miss Lizzie Doherty, distant cousin and ward of Lord Hamish Doherty, Earl Leighton, and Lord Hugo Blythe, Viscount Wakely. Lizzie, having been through six seasons in the Marriage Mart, had yet to find any man interested enough in her to offer marriage. Most, if not all, of those men believed her to be without a dowry, which was what the majority of the male ton members sought when procuring a wife. However, what no one in society knew was that, six years prior, the Earl of Leighton, her cousin, had provided her with a dowry of ten thousand pounds which, by the time those six years had passed, now amounted to over seventy thousand pounds. However, Hamish and Lizzie had made an agreement that she would tell no one of the dowry so that she could find someone who wanted her for herself and not the money. When Hugo learned of his father's stipulations left behind in his will, he was angry. The will stated that he had to be married before his 30th birthday and that the woman he married must come with a dowry of no less than thirty thousand pounds or else Hugo's mother's dowry would revert to her brother. Time was running out and Hugo needed to marry an heiress and fast. Which left out, as far as he knew, the delectable Lizzie, whom he had already had fond feelings for. Lizzie, on the way to attend a house party, got caught in a storm which caused her carriage to get turned around and delivered her to the wrong estate, where she was stranded for several days due to the river being swollen and impassable. Instead of a sedate event, it was an event where everyone wore a mask and participated in illicit games and affairs. Hugo, whom she recognized immediately, was also aware of her identity, although neither one revealed that to the other. As the days passed, they were a little more intimate each time, though she never gave up her virtue. As soon as she could leave, Lizzie made her way back to London, she threw herself into balls and other events. At one, in particular, her friend informed her that there were rumors flying that Lord Wakely had ruined a debutant at the country house party he had attended last. No names were given other than his. However, she was also informed that he was courting another young lady, one with a very large dowry...though not as large as hers, he didn't know that. She was beginning to despair of ever finding a husband who wanted her for herself and not her money. Hugo desperately wanted to be with Lizzie, but without a dowry, he could not justify giving her false hopes. Yet, even though he knew he must wed another, he could not give her up and didn't know how to go about keeping Lizzie close to him. The book was very well-written, with a ton of angst and drama that were not exactly high, but not low either. It held a bit of humor, and the chemistry and passion were apparent between the two main characters. However, this book lacked integrity. Lizzie didn't value herself enough to wait for a man worthy of her, so she went searching for someone who wasn't. Hugo had no integrity...at all. While his father demanded he marry and heiress of no less than the thirty thousand pounds before his 30th birthday, he did nothing in the twelve-month nths he had to figure out another way to support his vast estates. He waited until he had less than two months to fulfill the will's demands and, by that time, he had found someone he believed he wanted but was certain he could not have because she, apparent to all, was no heiress. This book was so disappointing in that, neither of the two main characters was intelligent enough to work out a way to be together without Lizzie breaking her promise to her cousin to keep her dowry secret. It rang of just a book of cheap sex on the side for, that's what Hugo was doing. He was bedding Lizzie all the while courting another woman...hedging his bets as it were. Definitely not worthy of a five-star rating...at all. It just did not merit it.
